The central bank issues debentures on an average two to three
times per year. The terms range from one to two-and-a-half
years. The interest rate is usually fixed; however, the rate
is sometimes tied in with Treasury bill rates and is paid
half-yearly or quarterly. One may purchase as little as $10,000.

exchange rate is used for conversion, hence hedging against
devaluation. Minimum purchase is US$1,000.
